Facebook shares plumb new depths, valuation questioned

SAN FRANCISCO (Reuters) - Facebook Inc shares slid below $29 to a new low on Tuesday as nervous investors fled the company's shares, concerned about the social network's long-term business prospects and an initial offering price that proved too rich.

Shares of the No. 1 social network fell 10 percent to an all-time low of $28.65, before closing at $28.84, or down 9.6 percent. Since its market debut at $38 on May 18, the eight-year-old company has shed approximately $25 billion in value - roughly equivalent to the market capitalization of Morgan Stanley, the lead underwriter of Facebook's IPO.

Wall Street has harbored concerns that Facebook, while boasting nearly a billion users worldwide and dominating Internet social-networking, would have difficulty translating its growing presence on smartphones and other mobile devices into revenue. Rivals Google Inc and Apple Inc currently dominate the mobile arena.

Facebook's quest to monetize mobile is spurring widespread speculation over its next moves. Technology bankers say the company would benefit from tacking on mobile operating software through an acquisition of Norway's Opera, which has been on the auction block for a while.

The New York Times cited sources dredging up a longstanding rumor that Zuckerberg was pondering building a Facebook phone, and that an easy way to acquire the hardware expertise needed was to buy troubled Research in Motion.

The Blackberry maker said late on Tuesday that it hired J.P. Morgan and RBC Capital Markets to help the company and its board with a "strategic review.

"They are clearly looking at smartphones and are trying to become more vertically integrated with their users," said Ryan Jacob of the Jacob Internet Fund. "They just don't want to be another app on Google's or Apple's platform."

"Speculation that Facebook is dabbling outside their main expertise and possibly planning another large acquisition may be unsettling to some investors," he added. "But I think options trading is behind today's drop in the shares."

TEMPTING OPTION

Facebook options began trading on Tuesday, presenting a tempting target as more investors bet the underlying stock would head south. They piled into put and call options - granting investors the right to sell or buy stock at a certain price - marking one of the busiest debuts ever in the options market.

"The fact that the stock has been weak on the first day of options trading means people are betting on future declines or buying insurance," Jacob said. "Investors may want to hold the stock but are buying protection in case the price falls further."

Jacob said he did not buy Facebook shares in the IPO and has not bought the stock since the debut.

"If the price is right we would consider buying," he added. "It's not quite there yet."

Janet Tavakoli, president of Tavakoli Structured Finance Inc in Chicago, said she bought puts expiring in September with a strike price of $25, at a cost of $210 per contract, with each contract representing 100 shares.

"The valuation is a complete bluff. There is still a long way to go down from here," she said. "There will be insiders selling their shares on August 20, when the first lockout period is over. There will be a lot of shares that will hit the market and more in coming months."

'TRANSITION'

Analysts say apart from the challenge of earning money off smartphone and tablet users, Facebook - which relies on advertising for the majority of its revenue --may also find it difficult to lure and keep large advertisers.

Days before Facebook's debut, General Motors announced it was pulling out of paid advertising on the social network, citing Facebook's unproven track record and echoing potential concerns about the lack of evidence that advertising on Facebook yielded strong returns on investment.

"Facebook is in a transition in their business model," Walter Price, portfolio manager of the Wells Fargo Advantage Specialized Technology Fund, told Reuters Insider. "It was easy to get the first 5 to 10 percent of an advertising budget to try it on Facebook and do some brand advertising, but getting the next 5 to 10 percent, you've got to displace TV and that's a lot more difficult to do.

"Facebook still doesn't have the metrics to prove profitability and prove growth and awareness from their platform," he added.

Facebook debut after an IPO that raised $16 billion was to have been the culmination of years of breakneck growth for the cultural and Internet phenomenon. But a software error on Nasdaq OMX Group Inc's U.S. exchange delayed the start of trade by 30 minutes.

Then, claims of selective disclosure in the days leading up to the IPO about Facebook's slowing revenue growth engulfed the company in controversy, as did perceptions among some investors that the stock had been overpriced coming out the gate.

Skeptics had argued even before the botched debut and subsequent selloff that Facebook's starting valuation of more than $100 billion - about equivalent to that of Amazon.com Inc and exceeding that of Hewlett-Packard Co and Dell Inc combined - was too high for a company that posted $1 billion in profit on revenue of $3.7 billion in 2011.

Facebook stock debuted at over 100 times historical earnings versus Apple's 14 times. Despite that, many investors bet on a modest first-day pop for the company, which upended traditional technology and business models and is used by about one in seven people on the planet.

"We've been talking about a $50 billion valuation as one that makes sense, I think that would be a stock price around $20," Price said. But "the infrastructure that Facebook is building, and the fact that they have many advertisers that have built followers and fans on their platform, gives them a base to build a great business."

WHAT'S NEXT?

Vague talk about Facebook's next moves in a hotly contested mobile arena may also be giving some investors pause. Rumors that the company may be considering acquiring Opera pushed the Oslo-listed shares up more than 26 percent on Tuesday.

Analysts say the mobile-phone software maker could prove a crucial component in Facebook's still-patchy strategy to earn revenue from smartphones, but it could carry a price tag of as high as $1 billion.

Many Wall Street analysts had also been concerned about the apparent hastiness with which Facebook concluded its $1 billion purchase of photo-sharing service Instagram, though Zuckerberg later said it had been considered for months.

A industry source told Reuters on Tuesday that antitrust regulators had given Facebook notice that its proposed Instagram acquisition will get an extended review.

Speculation has been rife about how Facebook might spearhead a drive into mobile advertising, in which its Instagram purchase was considered key.

Talk that the social networking company might actually get into the hardware business re-surfaced after Google, whose Android OS is now the most commonly used mobile software, completed its acquisition of Motorola Mobility.

Bankers and analysts say BlackBerry maker RIM, left behind in the smartphone race against Apple and Samsung, might be doing shareholders a service by allowing itself to be acquired.

Others worry about how Zuckerberg commands more than half of the company's voting shares through agreements with other investors, granting him near-absolute control over Facebook.

The 28-year-old has so far refrained from commenting publicly about the controversy, and in fact is reportedly not even in the country.

As Facebook shares hit a record low on Tuesday, photos of Zuckerberg and his new bride spread across the Internet, depicting the couple - who wed the day after Facebook debuted - touring the Sistine Chapel and sharing a fast-food meal on their honeymoon in Rome.

The only ways out of our fiscal woes are an unexpected economic boom or good old-fashioned pay as you go and elimination of debt?

?

The only two ways the United States government will ever be able to get its fiscal house in order are if there is some sudden economic boom and it quits borrowing so much money but instead depends upon taxes to pay for current expenses, or if it can somehow cut out unnecessary spending (always subjective) and collect enough revenue (taxes) to pay its current obligations, plus enough to pay down and eventually eliminate the national debt.

As some have suggested, it will take a combination of raising some taxes and cutting waste and/or extras.

The economy and the fiscal solvency of the federal government is the overriding issue (or should be) in the upcoming presidential election.

Mitt Romney might well be more likely to deal head-on with the fiscal problem, but there is no way of knowing whether he could actually make any progress, and he would more than likely do things to accommodate his own class, the wealthy, which is not the same as getting the economic house in order. George W. Bush made it clear that his constituency was the wealthiest in the nation and yet he presided over the meltdown of the economy and a dramatic rise in the national debt largely due to wars paid for off the books so there was no fiscal accounting or easy accounting to show the disastrous effect on the nation?s fiscal health.

President Obama campaigned on dealing with Wall Street and its vices but in reality has done little to nothing in that regard, as far as I can tell. He also threw tax money at failing auto companies when he should have let them make it on their own as Ford has done.

I am not an economist and some might say my notions are simplistic and even inaccurate.

But I say argue with this:

It?s better to pay as you go and stay out of debt, resorting to it only in national emergencies (of which wars of choice are not) and be willing to make tough decisions on what is necessary and/or affordable spending and what is not.

The rich have to be taxed and probably have to be asked to pay a higher percentage of their income because they have more discretionary money available to them, but it is neither right nor practical to simply expect them to pay for everything ? they can and will move capital elsewhere (even though those who do should no longer be afforded the protections of the U.S. government). And besides, there needs to be an incentive to become rich. That has been what has made our American society so successful in the past and a beacon of hope for a better life world wide .

But as I like to say, not everyone can be rich if for no other reason than no one can be rich unless others are poor (it?s a comparative thing). It remains the responsibility of all in society to look our for the less fortunate. And often this is done through government efforts or programs ? private charity cannot and will not handle it all.

P.s.

On a related subject, don?t we really need higher interest rates to create an incentive to save money through investment vehicles which in turn raise capital for economic/business expansion?

The Faster-Than-Light Telegraph That Wasn't

In 1981 physicist Nick Herbert leveraged strange features of quantum mechanics to design a superluminal communication system. The quest to uncover its subtle flaw led to a profound new understanding of the quantum world

Herbert's FLASH system?the acronym stood for "first laser-amplified superluminal hookup"?employed a source that emitted pairs of photons in opposite directions. The scheme focused on photons' polarization?that is, the directions along which their associated electric fields oscillated. The photons could be plane-polarized, with the electric fields oscillating either horizontally (H) or vertically (V). Or the photons could be circularly polarized, with the electric fields tracing out helical patterns in either a right-handed (R) or left-handed (L) orientation.

Physicists had long known that the two flavors of polarization?plane or circular?were intimately related. Plane-polarized light could be used to create circularly polarized light, and vice versa. For example, a beam of H-polarized light consisted of equal parts R- and L-polarized light, in a particular combination, just as a beam of R-polarized light could be broken down into equal parts H and V. Likewise for individual photons: a photon in state R, for example, could be represented as a special combination of states H and V. If one prepared a photon in state R but chose to measure plane rather than circular polarization, one would have an equal probability of finding H or V: a single-particle version of Schr?dinger?s cat.

In Herbert's imagined set-up, one physicist, Alice ("Detector A" in the illustration), could choose to measure either plane or circular polarization of the photon headed her way [1]. If she chose to measure plane polarization, she would measure H and V outcomes with equal probability. If she chose to measure circular polarization, she would find R and L outcomes with equal probability.

In addition, Alice knows that because of the nature of the source of photons, each photon she measures has an entangled twin moving toward her partner, Bob. Quantum entanglement means that the two photons behave like two sides of a coin: if one is measured to be in state R, then the other must be in state L; or if one is measured in state H, the other must be in state V. The kicker, according to Bell's theorem, is that Alice's choice of which type of polarization to measure (plane or circular) should instantly affect the other photon, streaming toward Bob [2]. If she chose to measure plane polarization and happened to get the result H, then the entangled photon heading toward Bob would enter the state V instantaneously. If she had chosen instead to measure circular polarization and found the result R, then the entangled photon instantly would have entered the state L.

Next came Herbert's special twist. Before the second photon made its way to Bob's detectors, it entered a laser gain tube [3]. Lasers had been around for 20 years by that time, and as the leading textbooks routinely touted, the output from a laser had the same polarization as the input signal. That suggested that the laser should release a burst of photons in the complementary state to whatever Alice had found at her side. Bob could then split the beam [4], sending half toward a detector to measure plane polarization [5] and half toward a detector to measure circular polarization [6].

If Alice chose to measure circular polarization and happened to find L, then the entangled photon heading toward Bob would instantly go into the state R prior to entering the laser gain tube. Out of the laser would burst a stream of R photons heading toward Bob. He could then send half the beam toward a detector to measure plane polarization and half toward a detector to measure circular polarization. FAQ: What are the laws in the US for buying gold with federal reserve notes?

I want to know the nuts and bolts of investing in gold. I heard that there are laws that make federal reserve notes ?irredeemable? in gold. Do i have to exchange currency and buy gold in say Europe? Is this something any broker can do, or is it better to get with a specific kind of broker?

The money I have to invest is understood to be ?losable?, and I know how volatile gold is, but I want to buy now because I think its going to up quite a bit pretty soon. Im not going to invest anything I cant afford to lose.

There is more than one way to invest in Gold (or any other precious metal).

One method is in the commodities market (also known as the futures market). There is not enough space to get into full details here. However, in simple terms, through a commodities broker, a person would buy/sell a futures contract of gold and then sell/buy that contract before maturity hoping that the price of that contract would move favorably to their position. Look for a book on futures trading at a book seller for more information.

The other method to invest in gold is to actually buy the gold. The most common method is to buy gold bullion in coins and bars that are minted by well-respected minters or governments. For example, the U.S. Mint has the American Eagle series of bullion coins. http://www.usmint.gov/mint_programs/?action=american_eagles
They come in various sizes also, from 1/10 of an ounce to 1 ounce coins. The reason you buy bars or coins made by a mint is because those are certified to contain a certain amount of gold or other precious metal. An ingot, may or may not, be certified and then you would have to have it assayed before you sold it and that costs money.

You can buy minted bullion at several places online. One of my favorites is Bullion Direct. http://www.bulliondirect.com/index.jsp

You can have these places hold your bullion for you or you can have it delivered. I personally like it delivered. There is a small thrill when you hold the gold in your hand. :)

BTW, Federal Reserve Notes (or dollars) are legal tender. They are not redeemable in gold or silver because the currency is no longer backed by a set amount of gold or silver. Many years ago, you could walk into a bank with a silver certificate (an old form of the dollar) and ask for the silver. That is no longer the case. However, there is no law in the U.S. that prevents you from owning gold and silver at this time.

Which is an interesting book, while very different then the official Cisco materials, it does go into some history about networking which is very interesting.

I also had a book on Windows Server 2003, the bible which had everything in it. But honestly Microsofts documentation of servers is so good, I?m not sure why you need a book? Plus Microsoft Servers are so visual, GUI, I found that video?s for MS Servers are a really fast way for me to learn it, besides just tweaking with them ;)

I?m not sure what I language I like the best or what subject I like the best in information technology. A toss up between networking, hacking, which hacking truly is knowing how to program well in addition to network security and etc, programming in the sense of systems and utilities.

I really like scripting, networking and just know security from a organic perspective, but reading about it is very interesting. I like programming since it?s a challenge mentally. I remember learning Cubase, which was challenging from using my Yamaha EX5, predecessor to the Motif series.

Funny, since learning Windows was pretty easy. Learning Linux was fun too. Learning the basics of Python was pretty easy. Perl was a little more challenging, just because the symbols are complex to memorize. PHP is highly used and quite similar to python or even HTML, CSS.

Networking I learned as I used to hacking pretty early or just grew up needing to understand networking to do anything. The Cisco materials from the CCNA forced me to use programs like NMAP due to wanting to understand how networking works in the field.

Networking reminds me of an automobile. Knowing a cars engine, it?s sorta like knowing how a network runs. Details right? Some of the networking info in the CCNA just begs you to do analysis of packets, create your own packets too or even later to work on creating network protocols ;)

I sorta learned programming at 10, but that?s a little early. Learning Linux, you have to compile some programs yourself, so you learn more intimately about coding. All that Cisco / Networking information I learned, you kinda get hooked on ?how it really works.? Well you memorize how packets are literally formed, sent, down to the bit level. It?s only natural to progress into programming after that point I believe.

The CCNP materials look interesting, since the CCNA materials only go so far into protocols like BGP, the master of the WAN links. Some of the other stuff in the CCNA materials is funny, like OSPF? Not many places use OSPF anymore, or do they? I?d rather setup OSPF then RIPV2 that is for sure.

But the latest and greatest information about information technology doesn?t really seem to stem from books vs. the net. The pace is so fast of technology, I swear I?ve learned more not reading books and just doing it.

For instance learning Windows?

I learned Windows intimately from the early days of being in groups. Harddrives would fail often, so I learned hardware and networking, security from the ground up. Then I needed to setup a music PC, lol. So I had to learn every service in Windows. At that point, you understand Windows so well it?s ridiculous.

Learning Linux?.

Just doing it. Didn?t know anything about linux besides a very basic class on unix. Just will and the net, you learn through trial and error.
I admit classes, books and videos expose you to stuff you might never see.

Customers and clients really expose you to real world problems, which is basically helping people with computers or technology. Common issues tend to crop up, or you learn a new skill to do something faster or to know more.

Learning Networking?

Well I knew a bunch from just needing to know the net, using firewalls and etc. But the Cisco materials are pretty ridiculous for typical use, even for server level or network configurations. I guess I should blame Cisco for programming. Reading those materials, watching videos forces learning of code. Linux too, I blame Linux for requiring me to learn code.

Learning Programming?

If you use a computer, I guess if you are an elite user, you can?t escape the programming paradox. Impossible! If you are involved in groups, coding is useful. If you work as a server admin, coding is useful. If you want to make a webpage, coding is useful. Even desktop support, scripting is useful. What about server administration, haha scripting and coding are more then useful.

Learning the System?

Hehh, using Linux or Windows, even a Mac, at least for me, forces understanding of the system to the point, well, after you know the system so well, coding just naturally comes. Also I have to say using a system, networking is only so complex, it?s natural to go into coding.

I guess the real story, for those of us who quest to deeper understanding of computers, beyond the system, beyond the network, coding comes. Naturally security is all about code, the system is really about code once you dig so far.

All I?m saying, is if you use a computer and your that kind of user, you will eventually be programming or learn to program. You can only go so far as a network admin, server admin without programming in my opinion. Even setting up a network, servers is a form of programming or so closely related, you might as well admit you are destin to learn code.

It?s terrible, since learning code seems quasi evil. Or what you can do with knowing code. The path you take. It?s funny, a ?hacker? to me still is someone who really knows how to use a computer, which means you know the systems like the back of your hand + you know how to program.

I guess I?m almost to the ?hacker? level. Once I can program fluently in C C++, and some other languages, besides just scripting, then I can essentially qualify as a hacker. To me it?s an honor to be an elite hacker, and that means you can do good or bad with it. What is bad?

I guess it?s bad to hack computers for purposes that upset the masses? I mean not all hackers are bad, jesus. People cry about hacking, even though White Hat, Grey Hat and Black Hat exist. I?m sorry, I read all the materials.

It?s what you do, that determines your moral standing. If you really want to understand internet security, I?m sorry, I think you have to be able to hack into a system, make your own packets or tools. The reversal of securing a system, to the full extent, requires custom programming for port security defense. It requires in the future, new protocols that are more secure.

The media, is so sad, yuppies that don?t know shit about computers are being programmed that ?hacking is evil.? Oh so knowing a computer is evil? Forcing a better standard of the internet is evil? Forcing people not to be so stupid is evil?

I guess the real war for those of us who are nerds, geeks or otherwise intelligent vs. the stupid people. That is the way I see the World. It?s people that learn and like to learn, people that contribute to the World in a greater sense and those who don?t.

I see these idiots on Facebook bash scientists at NASA, and honestly I gave them a mind rape, humiliation bash. Anyone who doesn?t respect those of us, who read stuff that matters, non-fiction, science who support the yuppies that are too stupid to understand it, should have some fucking respect.

Fuck people who diss on science. The reason you can drink water are scientists. The reason you have a personal computer are scientists. The reason you are able to eat, science. The reason you can get around, besides walking, scientists.

Most people enjoy computer games, a cell phone, in fact businesses can?t operate without computers today. How the fuck can anyone really bash science or scientists? I say, if you don?t have respect for us, well I?m glad some people get screwed over, they deserve it.

Karma? It?s more then bad Karma to not respect those who support you, so you can live. Not having respect for science, which includes technology, is highly disrespectful. People that disrespect science, they are good targets to be hacked or get the shit kicked out of them.

I guess that is where ?hacking? comes from? Not really but I wish it did. I wish those military teams of hackers would hack people that talked shit about NASA and science as a greater whole.

The problem with the World, what 90% of people are just yuppies that want to have fun. I like having fun, but using your brain prevents brain disease and creates new pathways in the brain. For your own health, use your brain to the full capacity, do something in technology.

If you can?t use a computer, make a lot of money and invest in technology, science. Benefit the human race. At least hackers bring geeks and nerds some status. Also hacking addresses corruption globally.

People making judgement calls on hacking, I think you need to be a hacker and also understand people that don?t understand hacking, hackers that understand greater world idea?s, that I suppose most people don?t think of, sociology?

Well I guess you need to take a class in oceanography to understand water and how it?s works in nature to understand some World issues. Or I guess you actually needed to learn something in college? Like blockbuster movies, the scripts have greater meaning, a message.

People don?t get it, they aren?t intelligent enough to decode the news, the messages that are being sent to us. I guess you need to be a hacker to figure that out. You need to desire to fully understand something, like a computer, which includes linux, windows, mac, networking, programming.

To address World issues, scientists are better. Someone who knows about hacking and technology should address the issue. Someone who knows about energy resources should address the issue. Someone who knows about water in nature should address these issues.

It?s funny, most people that are geeks or nerds, perhaps aren?t so vocal about what I?m discussing here. It?s a good thing that some nerds and geeks are getting status today, like on TED. Smart people not stupid people. Lots of stupid people.

I remember when I was younger, a buddy called me, ?idiot.? I think I wanted him to call me ?idiot.? It was useful in forcing me to learn more and more so I wouldn?t feel like an ?idiot.? Given those standards, those 99% folks, well maybe you feel like the 99% since some of us have standards to be in the 1% of intelligence globally.

Isn?t that what it?s really about? Intelligence? People complain about Congress in the USA, I even read a news article that was decently intelligent, about how stupid people are in the Congress.

Society forces intelligence, and then everyone who isn?t intelligent barks? Or people quest for more intelligence. It?s a new cycle of the competition in the human race, intelligence. You have to be smart to be a hacker, have to put in years of dedication.

To be a writer at that gets paid you have to write interesting materials, but appeal to the masses of numbskulls. Kinda like movies, the message is hidden often, so that yuppies still get the message, in the subconscious mind. Good work, tons of work needs to be done to get stupid people to be more intelligent.

Oh and I love it when someone says, ?You didn?t spell correctly or your grammer was incorrect.?

House HHS Budget: Part 2 ? More Mental Health Beds, Cuts to ...

State lawmakers rolled out their health and human services budget Thursday, one that provides for more beds in state psychiatric institutions, while targeting Planned Parenthood and cutting not for profit service providers, such as a statewide adolescent pregnancy prevention program.

The House health and human services appropriations subcommittee, and panels for other areas of the state budget, met Thursday morning to present their spending plans for the next year. State lawmakers rolled out their budget for health and human services, one that would spend about $161 million more than what the legislature originally budgeted for the upcoming fiscal year.

Republicans seem intent on softening their image as budget cutters in preparation for the election in November, beefing up mental health and presenting a plan to augment education spending. However, many smaller programs will see their funding trimmed, if not eliminated.

The full appropriations committee will take up work on the entire budget Tuesday.

Mental health funding holds the line

Budget writers have asked for more money to provide beds in state psychiatric hospitals and for mental health beds in community hospitals for the upcoming year, in an effort to address the persistent problem of long wait times for mental health beds for people waiting in emergency departments.

The state?s newly rebuilt Cherry Hospital in Goldsboro is expected to come online in April, 2013, with more beds than the old facility. House legislators also asked for an additional $18 million to pay for psychiatric beds at local hospitals around the state, bringing the number of contracted beds in community hospitals up to 232 from 141.

Lawmakers also said they would allocate money to renovate an unused wing at Broughton Hospital, a state psychiatric facility in Morganton, to provide for 19 more beds to serve the western part of the state.

?For those who represent that area, we hear about wait times for beds,? said Rep. Justin Burr (R-Albemarle). ?The idea is to beef up Broughton Hospital so there?s not as long a wait time for those people in that catchment area.?

The House budget made no mention of a completed U.S. Department of Justice investigation that found North Carolina in violation of the Americans with Disabilities Act for the way the state uses adult care homes to house people with mental illness. Negotiations over the case have been ongoing since last summer, and advocates and mental health officials expect a settlement will be announced soon.

House Republicans also added a special provision to the budget creating an oversight committee to monitor the state?s mental health system. For the past decade, Democratic legislators had run a similar committee to oversee the mental health reform process, that committee was disbanded when the new majority replaced Democrats after the 2010 election.

Meanwhile advocates for services to kids with developmental and intellectual disabilities were trying to figure out the meaning of a provision mandating them to raise ten percent of their budgets to match state dollars (see below).

Planned Parenthood in the crosshairs

Lawmakers added a special provision to the House HHS budget to prohibit local health departments from contracting with outside agencies to provide family planning or pregnancy prevention services, a measure aimed at Planned Parenthood. The provision would mean the loss of $343,000 to the organization.

Although Planned Parenthood was not named specifically in the provision, the organization is the only one in the state providing contracted family planning services to supplement what health departments provide.

Diane Parfitt (D-Fayetteville) proposed an amendment to repeal the provision.

?The reason the health departments go with contracting services is because they don?t have capability of providing those services in a timely fashion,? Parfitt told the subcommittee. ?As of today, to get an appointment in the Wake County public health department for family planning services, you would have to wait is until August. So, they are currently referring people to Planned Parenthood for those services. These contract clinics have the ability to use a little bit of money because they are already providing the services.?

Republican Rep. Marilyn Avila (R-Raleigh) responded that her intention was to provide more services to local public health departments. ?I grew up in a time when they were the center for a lot of people getting their health care, and I feel like? over time, we have sort of diminished their role in the community,? Avila said.

Planned Parenthood spokeswoman Paige Johnson said she didn?t buy that explanation.

Last year?s budget specifically targeted Planned Parenthood for defunding. The agency sued, saying the state violated federal law by singling out a single organization for defunding. A federal judge ruled against the state, agreeing it was illegal for the legislature to target a specific organization for punishment.

?If they press this and give additional dollars to health departments, that won?t expand their capacity to serve these women, because we can do it more efficiently? Johnson said. ?It?s pure politics. There?s no other reason to do this, there?s no savings to the state, not one dime.?

?They?re trying to shield themselves by not naming us,? she said. ?Today they didn?t name us, but they did before. It?s obvious what they?re trying to do.?

Parfitt?s amendment to repeal the budget provision was defeated on a party-line vote.

Cuts to teen pregnancy prevention

Many health and social service programs are funded via the mechanism of federal block grants. Block grants are given to states with the instruction the money be used for specific areas, but the block grant program also give states leeway to distribute funds as local leaders see fit.

As a result of the Congressional debt ceiling deal last summer, many federal social service block grants will see deep cuts that aren?t immediately evident in the state?s budget proposals. Those documents only detail how much money is going to specific programs, not the difference in funding between last year and this year.

One area taking a hit is teen pregnancy prevention, which will see a funding cut of about $450,000, down from about $1.1 million last year.

According to Kay Phillips, head of the Adolescent Pregnancy Prevention Campaign of North Carolina, the cuts would be to community organizations running programs for pregnancy prevention, and to help pregnant and parenting teens. Phillips? organization provides advice and support to most of the state?s programs.

?There was a time when North Carolina had 71 teen pregnancy prevention programs,? Phillips said. ?If this $450,000 is not funded, we will lose about nine of them, bringing us down to about 50 projects.?

North Carolina?s teen pregnancy rate hit a low of 49.7 pregnancies per thousand girls in 2010, down from a high of 105.4 pregnancies per thousand in 1990.

One Greensboro-based program Phillips described as being under threat supports teenaged girls who are pregnant or parenting.

?The idea is to give the girls life skills,? Phillips said, ?keep them in school, help them get jobs, and help them become self-sufficient. A lot of the girls in this program go on to college.?

But she said the program depends on foundation money that won?t be forthcoming if there are not state dollars to match.

Public Private Partnerships

A number of not for profit providers of health, mental health and social services would also see cuts across the board in the upcoming year in this budget. A range of organizations, from the North Carolina Senior Games to the ARC of North Carolina, will see a requirement to raise funds to match ten percent of total state allocations each year.

Representatives from many of the organizations were present at Thursday?s meeting and the requirement had them scratching their heads.

?We don?t know exactly what it will mean for us, it?s such a vague provision,? said Jennifer Mahan from the Autism Society of North Carolina. ?Is it a rate cut? Or do we have to show that we raise money for those services??

Mahan said that private fundraising for her organization fluctuates greatly from year to year.

?Some years, we get lots of dollars from private foundations and donations, some years no,? she said. ?Everyone?s been under stress with the economy, and the foundations are no different, and they?ve got more people asking them for help.?

A similar provision also affects the North Carolina Partnership for Children, the not for profit entity that manages the state?s Smart Start early childhood program.

?It?s supposed to be a public private partnership,? said Rep. Burr, ?but it?s been more public than private.?

Burr said the budget includes some money for the NCPC to hire someone to write grants and do fundraising.

?Obviously the state is tapped out in a lot of regards,? Burr said. ?This is to give them tools to raise more dollars, which they?re doing in some counties.?
