MEXICO CITY (AP) ? A powerful earthquake that shook Mexico from its massive capital to its resort-studded southern coast damaged hundreds of homes and sent thousands of panicked people fleeing from swaying office buildings, yet apparently didn't cause a single death.
As of early Wednesday, there were still no reports of deaths from Tuesday's magnitude-7.4 quake centered near the border between the southern states of Oaxaca and Guerrero, even after 10 aftershocks. Interior Secretary Alejandro Poire said Tuesday night that nine people were injured in Oaxaca and two in Mexico City.
Seismologists and civil protection officials said where the earthquake hit and how it hit appear to have limited the damage, along with improved construction in the capital following a massive 1985 quake.
There were reports of damaged buildings but none were reported to have collapsed on the Oaxaca side of the border, said civil protection spokeswoman Cynthia Tovar said. In Guerrero, home to Acapulco where little damage was reported, officials say about 800 homes were damaged and 60 collapsed.
Authorities said the absence of tall buildings in the mountainous rural area is one reason for the lack of casualties.
"Another factor to consider is how tested an area has been," said USGS seismologist Susan Hoover.
There have been 15 earthquakes of magnitude 7 or stronger since 1973 within 310 miles (500 kilometers) of Tuesday's quake. Weaker buildings collapse with each quake, leaving a cadre of stronger ones that can withstand the shaking.
The quake's epicenter was 200 miles (320 kilometers) south-southeast of Mexico City. Despite the distance, it was felt powerfully in the capital where office towers swayed violently and the streets filled with people fleeing buildings. Some people sat on curbs, head in their hands, to calm themselves.
Mexico City was badly damaged in 1985 when a magnitude-8.0 earthquake killed at least 10,000 people. But experts say Tuesday's quake was smaller and released far less energy.
Mexico City was built on an ancient lakebed and its spongy soil amplifies seismic waves, and the damage they cause. The 1985 quake destroyed 400 buildings and damaged thousands more.
The latest jolt "wouldn't have been nearly as effective at generating those deep bass tones" that caused the damage seen in 1985, USGS seismologist Susan Hough said in an email.
Victor Hugo Espindola Castro of Mexico's national seismological service said another factor was improved building standards following the 1985 quake.
"Many of the buildings that were damaged in 1985 were poorly constructed and from that came the new building regulations, so that now buildings are stronger," he said.
In Mexico City, telephone service was down and some neighborhoods were without power, according to Mayor Marcelo Ebrard, who set up a hotline for people to report damage.

About 40 passengers were stranded for a short time on the Mexico City airport air train, but later released. The airport closed briefly but officials said there was no runway damage and they resumed operations.
In the working-class neighborhood of Guerrero, pieces of concrete and plaster fell off some buildings and others had fresh cracks.
"I thought I was having a stroke at first. The earth danced. It was strong," said 42-year-old homemaker Marianela Jimenez. "But it looks like it will end up being some dust and a bad scare."
Groups of women hugged and cried at Mexico City's Angel of Independence monument, where hundreds of people evacuated from office buildings said they never had felt such a strong earthquake.
Samantha Rodriguez, a 37-year old environmental consultant, was evacuated from the 11th floor on the Angel Tower office building.
"I thought it was going to pass rapidly but the walls began to thunder and we decided to get out," she said.
Tuesday's quake was the strongest shaking felt in the capital since a magnitude-6.5 earthquake struck also in Guerrero state in December. A magnitude-8.0 quake near Manzanillo on Mexico's central Pacific coast killed 51 people in 1995 and a magintude-7.5 quake killed at least 20 people in the southern state of Oaxaca in 1999.
In Guerrero, Tuesday's quake was powerful and people feared that remote villages would be damaged.
Guerrero Gov. Angel Aguirre went to survey the damage and ordered emergency crews and civil protection to the area to help. The state did not say how many were displaced.
In Huajuapan, Guerrero, near the epicenter, hotel manager Marco Antonio Estrada also reported shaken-up guests but no major damage. He said it was longest and strongest he ever felt. People ran out of their homes and cars.
"It was very strong, but we didn't see anything fall," said Irma Ortiz, who runs a guesthouse in Oaxaca. She said their telephones are down, and that the quake shook them side-to-side.
U.S. President Barack Obama's oldest daughter, Malia, was reported safe while on vacation with a school group in Oaxaca.
In Oaxaca, Sylvia Valencia was teaching Spanish to five adult students at the Vinigulaza language school when the earthquake hit.
"Some of us sat down, others ran out," she said. "It was hard, it was strong and it was long."

Cardinals ace Carpenter has setback in recovery
JUPITER, Fla. (AP) ? Cardinals ace Chris Carpenter won't start opening day after a setback in his recovery from a bulging disk in his neck.
The right-hander returned to St. Louis on Tuesday for tests. He threw live batting practice Sunday but didn't feel right the next day.
"He looked really good and felt good; the next day he just didn't respond like we had hoped," manager Mike Matheny said Wednesday. "His shoulder is just not responding and they're uncertain of the root of it. That's what they're trying to get to with tests on the neck and shoulder and trying to figure out where it's all coming from."
Kyle Lohse will start April 4 at Miami in his place. Lohse was 14-8 with a 3.39 ERA last season, leading the Cardinals in wins and ERA.
"It's an honor," Lohse said. "But it comes meaning that Carp's not available ? that's the tough part about it. I wish it were under different circumstances, but I'm proud to take the ball on opening day."
Righty Lance Lynn, a setup man, will take Carpenter's spot in the rotation. Lynn is 1-0 with a 1.64 ERA in 11 innings this spring. He made his second spring start Monday. The Cardinals now must replace Lynn in the bullpen.
Carpenter, who turns 37 in April, has been limited in workouts since being diagnosed with the bulging disk March 3. The Cardinals had initially planned to limit his spring training work after Carpenter pitched 273 1-3 innings last season ? including playoffs ? the most in baseball.
He had been scheduled to throw more live batting practice Wednesday. Matheny was guardedly optimistic after watching Carpenter throw Sunday, saying his ace looked great but wanting to be sure he woke up the next morning without any issues.
He didn't.
"He was the one trying to keep us all in check and not get too far ahead of himself," Matheny said. "As he finished I mentioned to him, 'I hope you feel as good as you look because you look really good.' That's what all of us saw. You can tell there's a little bit of hesitancy with him just not knowing how he would respond and that's what happened."
Carpenter has had nerve-related issues that ended his 2004 and 2008 seasons prematurely and returned in 2010.
"He's been fighting different things for a long time," Matheny said. "He's just so tough mentally; he's so tough physically. He just keeps fighting. This is another setback he's going to answer the bell too. He always has in the past."

Budget 2012 aims to ease subsidy burden
NEW DELHI (Reuters) - Finance Minister Pranab Mukherjee proposed trimming the government's subsidy burden and called for speeding the pace of economic reforms, which have been stalled by political gridlock, in his budget speech on Friday.
High oil prices have swelled India's subsidy burden to roughly 2.5 percent of GDP and Mukherjee called for reducing that to less than 2 percent in the fiscal year that starts on April 1.
"We have to accelerate the pace of reforms," he told parliament.
India is under pressure to trim the country's fiscal deficit amid cooling economic growth and a crisis of stability for the coalition government.
Mukherjee set a target of selling 300 billion rupees worth of stakes in state companies in the next fiscal year, roughly in line with forecasts. India has raised just 139 billion rupees in the current fiscal year from stake sales, far below its budget target of 400 billion rupees.
The government's move on Wednesday to raise railway fares for the first time in eight years sparked an intense backlash from the Trinamool Congress, further eroding its ability to make politically tough decisions such as raising diesel prices in order to ease its fiscal deficit.
Mukherjee said he expects the economy to grow by 7.6 percent in the fiscal year starting in April, up from an expected 6.9 percent in the current year but below the 8.4 percent growth of the previous fiscal year.
Prime Minister Manmohan Singh's government was already reeling from a dismal showing in recent state elections and more than a year of corruption scandals that have resulted in policy gridlock.
With general elections set for 2014, the budget a year from now is expected to be laden with populist spending measures. Friday's budget is thus viewed as a last opportunity for Singh's government to roll back a yawning fiscal gap.

India's fiscal deficit for the year that ends this month is expected to exceed the target of 4.6 percent of GDP by more than a percentage point after economic growth slowed, the subsidy bill ballooned on higher oil and commodity prices and weak markets undermined efforts to sell state assets.

On Thursday, the central bank disappointed market hopes that it would begin cutting interest rates after 13 increases between March 2010 and October 2011, and warned of renewed inflationary risks from high oil prices, a depreciation of the rupee and "fiscal slippage", a reference to the government's deficit.

#53 A Very Happy Birthday Party
? ? ?My 24th birthday was unlike any birthday I?ve had to date. I had told a few friends, counterparts, and neighbors to come by to hang out, have a bite to eat, and a share a few drinks. I should have known better than to expect a ?small get together? and rather expect a full blown party at the hotel-type place where I live.
? ? ?I started the day off right with an early Skype session with some family back home and spent the rest of the day doing some business advising in the morning and teaching an entrepreneurship class to my favorite school during the afternoon (by the way, all teachers have favorite classes and students). After a successful and enjoyable workday, I went back home to chat with my sort-of-host-family about the party later that night.
? ? ?The owner of the hotel (a Miss Chilo) and the two girls who work here full time had already bought a TON of food to cook for the big party I didn?t know was going to happen. I had already ordered a few pizzas from the tasty pizza place up the street to surprise some guests (pizza is pretty much a delicacy here due to it being so expensive compared to a nice dish of gallo pinto and fried cheese).
? ? ?Then came the hand-made Flor de Cana pi?ata (Nicaraguan rum), stereo and speakers, freshly baked cake with my name icing-ed on it, and, lastly, arrived all the guests with presents! I haven?t received presents for any holiday since my laser tag party in 5th grade, so I was ecstatic (and slightly guilty, feeling bad for collecting these presents).
? ? ?Counterparts (co-teachers) and their families, my English class students, neighbors, the guys I work with in the business consulting office, the ex-pat couple from the delicious Cornerhouse restaurant around the corner, and of course my PC sitemate Noelle all came to celebrate with me!
? ? ?Throughout the party, the food from the kitchen literally never stopped coming out. After the first chicken and rice dish and pizza, I was more than full, but little did I know that there would still be three more rounds of food to be served and cake and ice cream. After some mingling, we got down to business with the pi?ata. What an experience.
? ? ?Music is played, loudly, and the batter is given half a broom handle and gets blindfolded. Someone yanks the pi?ata up or down with the sole intention to make the pathetic, blindfolded, and desperate batter look as much like a fool as possible. The audience participates yelling ?Arriba (up),? ?Abajo (down),? or ?Baile (dance).? If the crowd yells to dance, you then must perform a quick solo dance and then get back to work. Seeing my (somewhat) little 7 year old neighbor dance during his turn will be in my PC memory bank forever. Almost everyone had the chance to give that tough pi?ata a proper beating and show off their smooth dance moves, but the pi?ata had its last stand when a grandma/neighbor (I think?) stepped up, did a little dance, took one clean swing and caused legit mayhem to ensue. The kids AND adults (especially the grandma tossing people out of her way) absolutely lost their minds when the candy exploded. You would have thought their lives depended on collecting this candy. Again, hilarious.
? ? ?But the party doesn?t stop there. Next came the dancing. I worked up quite a sweat using the little (only) real Latin dance moves I?ve been able to master and clearly a couple of spins for some flare on the dance floor. Everyone else enjoyed themselves dancing as well and soon it was time for the cake and birthday wishes. The Nicas sang their version of ?Happy Birthday? which was nothing like ours and seemed to go on forever. Luckily for me, those awkward minutes when people are singing happy birthday to you and you don?t know what to do with yourself were caught on film, so maybe I?ll try posting that sometime soon.
? ? ?Then, we all ate the tasty birthday cake my neighbor had baked for me with a big tub of ice cream that one of my English students brought. We danced for sometime longer and then the party trickled down to me and the family. All in all, easily one of the best birthday parties I?ve ever had and far and away the most memorable. Looking forward to seeing how the 24th year of my life goes! :)

Monster Energy Racers Tackle Daytona
As the Monster Energy/AMA Supercross Series headed to the world?s center of racing, Dayton International Speedway, for the famed Daytona Supercross, Monster Energy Kawasaki?s Ryan Villopoto was riding high. Having won four of the previous five 450cc main events, Villopoto was leading the points standings in his first-ever 450cc title defense, and he was heading into an event that he had won in both 2010 and 2011.

Just prior to the running of the Daytona Supercross came bad news for the series, as 2010 champ ? and Villopoto?s closest 2012 title rival ? Ryan Dungey was to sit out the event, and possibly quite a few more, as he healed from collarbone surgery.
?
The 2012 Daytona Supercross started out with a torrential downpour during the heat races, and by the time the main events rolled around, the track wasn?t just muddy, but so wet that racers were forced to splash through many areas of the track.
?
At the start of the 450cc main event, Davi Millsaps took the holeshot, just in front of his teammate and former champion James Stewart. Then came heat-race winner Kevin Windham (a winner at another muddy Daytona event in 2008), Frenchman Marvin Musquin, Aussie Brett Metcalfe, Monster Energy Kawasaki?s Jake Weimer, Matt Goerke, Monster Energy/Pro Circuit Kawasaki?s Broc Tickle, and the rest of the field. Points leader, and two-time defending Daytona champ, Villopoto was near the back and got caught up with a slower rider and fell in the mud. He rounded the first lap in 17th.
?
Out front, it took a couple of laps before Stewart found his way by his teammate Millsaps and into the lead, but once he did, he took control, leading the rest of the race over Millsaps and Windham, who splashed their ways to second and third.
?
Weimer ran fifth until two laps to go, when he fell exiting a rutted right-hand turn, handing the spot to his teammate Villopoto, who had been trying to pass him for a few laps at that point. Weimer lost two spots in the fall and ended up seventh in the main event, barely holding off Monster Energy/Pro Circuit Kawasaki?s Broc Tickle, who finished eighth.

?I?ve never minded the mud very much,? Weimer said, ?but as a pro, I haven?t had the best results in the mud. I could?ve done better, because I had a couple of falls, but it wasn?t bad. The track was really sketchy, for sure.?
?
Villopoto ended the night in fifth place, salvaging valuable points.
?
?It sucked to hear that Ryan [Dungey] was out for tonight,? Villopoto said. ?No one wants to win like that. But more than anything, I just needed a start tonight, and I didn?t get it. There aren?t a lot of places to pass out there, so when you?re stuck in the back, it?s really hard to get moving.?
?
Villopoto now has a 29-point lead in the title chase, but that?s over Dungey, who will likely be out a few more weeks. The next healthy racer in points, James Stewart, sits 44 points behind Villopoto with seven rounds left to race.

In the Lites class, the Monster Energy/Pro Circuit Kawasaki squad has been uncharacteristically struggling as of late with East racers Darryn Durham and Blake Baggett. But if there was a place to turn things around, Daytona was it. Durham has been pretty solid all year, finishing inside the top five every week, but has not been spectacular, and his teammate Baggett ? who was expected to be a legitimate title threat in 2012 ? was finding it to be very tough and inconsistent, with a second-place finish sandwiched between a lackluster 15th-place and a ninth-place. Baggett won Daytona in 2011, though, and although the California native isn?t a fan of the mud, he was hopeful things would be looking up in Florida.
